Background
The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) intends to solicit and negotiate a noncompetitive contract with Hitachi High Technologies America Inc, a large business, using Simplified Acquisition Procedures. The objective of this acquisition is to obtain a service contract for Hitachi HPLC units by Hitachi High Technologies America Inc. This notice of intent is not a solicitation. However, all responsible sources may submit a response which shall be considered by the agency.

Work Details
The service requirement for Hitachi HPLC Equipment provides for repair and maintenance of the specified HPLC equipment, including parts, labor, and travel, and emergency service.
Specific characteristics of the service requirement that limit the availability to a sole source are the necessity that the repairs be made by a technician certified by the manufacturer of the HPLC and the need for emergency service within 1 to 2 days.
The contract includes preventative maintenance service for Hitachi lab instruments, with 4 additional option years.
The HPLC systems covered include Model# CM5110 Ser# 1764A-009, Model# L-2130 Ser# 19E57-002, Model# L-2130 Ser# 22H75-053, and Model# CM5110 Ser# 1870A-009.
