Description:

The United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC), intends to solicit and award on a sole source basis under the authority of FAR 13.106-1(b)(1)(i) to Sabik-Marine, 332 Nichol Mill Lane, Franklin, TN, 37067. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. Sabik-Marine is the only source capable of providing the required supplies to meet the USCG's needs. Sabik-Marine is the only company that manufactures the unique cutting-edge visual signal technology in the specific CIE chromaticity color regions required for this USCG Research and Development effort. The purpose is to determine whether this equipment would be suitable for USCG aids to navigation (ATON) applications. No other vendor can provide the required LED lights.

Description of Supplies:

• SLU-24,
• SLU-24-WRM,
• SLU-36, and;
• SLU-36-WRM.

These products are high-intensity LED light sources intended to replace existing tungsten-halogen lamps operating inside classical Fresnel lighthouse lenses.

• SLU-DF-11, and;
• SLU-DR-11.

These products are associated LED driver units required to complete each LED lighting system.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. EDT on August 13, 2021. Such capabilities/qualifications will be evaluated solely for determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice.
