NOTICE OF INTENT TO SOLE SOURCE

SPECIAL NOTICE: The U.S. Army Corps of Engineers Louisville District (USACE) will be soliciting proposals for a Ground Transport Equipment Building (GTEB) for the Ground Vehicle Systems Center at Detroit Arsenal (DTA), located in Warren, MI.

As part of the construction contract solicitation, USACE intends to include the following sole source requirements:

Brand Name Sole Source - Mobil DTE 26 hydraulic fluid this project will include a large Hydraulic Power Unit (HPU) that provides over 2,000 gallons per minute (GPM) of hydraulic fluid. The HPU will work in tandem with a separate piece of testing equipment being procured by the building user. The separate equipment requires a specific hydraulic fluid (Mobil DTE 26) by the original equipment manufacturer (OEM), Teams Corp. The equipment is highly specialized and has been designed around the use of this fluid, therefore it must be incorporated into the design of the HPU system for the new facility.

Brand Name Sole Source - Simplex fire alarm panel Required fire alarm panel because Simplex is the sole Fire Alarm/MNS equipment and system used at Detroit Arsenal Installation.

*This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein.

All responsible sources may submit a capability statement which shall be considered by the agency. The submission must be received no later than 2:00 PM ET on 15 December 2023 to meranda.r.booth@usace.army.mil.
