BOA Follow-On: Notice of Intent to Sole Source

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Program Executive Officer Land Systems (PEO-LS), Marine Corps, Quantico, VA 22134 intends to enter into sole source negotiations and subsequently award a Basic Ordering Agreement (BOA) to Hodges Transportation, Inc. doing business as Nevada Automotive Test Center (NATC) 605 Fort Churchill Road, Silver Springs, Nevada 89429-8002 (CAGE Code: 2D144). This effort is estimated for award in the third quarter of Fiscal Year 2022 with an approximate period of performance of 60 months.

The anticipated BOA is for Testing and Engineering Technical Support Services to support the Ground Vehicle Systems within the Marine Corps and other Department of Defense agencies. Required tasks include utilizing facilities, test ranges, and engineering expertise to develop prototype designs and vehicles, and conduct ground vehicle and trailer testing over representative terrain and under climatic conditions consistent with those encountered during Marine Corps Operations worldwide as well as technical, program management, logistical, and systems engineering support.

The Government has determined that NATC's facility is the only commercial engineering and testing facility with the ability to provide the Marine Corps with an all-inclusive capability to assist in designing, modeling, fabricating, building and testing prototype vehicles or upgrades to legacy vehicles. In addition, NATC's facility is the only commercial test facility that can perform automotive and durability testing over naturally occurring terrain with the roughness that is representative of the Marine Corps Operational Mission Profile and congruent with the upper design limits that Marine Corps Ground Vehicles are designed to perform to.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". Unless stated herein, no additional information is available. Requests for the same will be disregarded. Responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement if received within seven calendar days after the date of the publication of this synopsis. The Government will consider all information received by the response date. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. All submissions become USG property and will not be returned. Contractors are advised the USG will not pay for any information or administrative costs incurred in response to this notice of intent. The North American Industry Classification System code is 541330, Engineering Services.
