Notice of Intent to Sole Source for VJETTS Security Upgrades

Background
The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida, intends to award a sole source contract to Security 101 for the installation of a Virtual Joint Environment for Tactical Training Systems (VJETTS) security system. This contract is a follow-on effort to a previous security upgrade and aims to provide new Badge Reader and Intrusion Detection System installations at two locations: the Hyperspace Building and the DeFlorez Building. Security 101 is recognized as the Original Equipment Manufacturer (OEM) of the existing security system currently in use by NAWCTSD.

Work Details
The contractor will install a full Naval Air Warfare Center Badge Reader and Intrusion Detection System (NACABSRIDS) at the following locations:
1. Deflorez Building, Room 2112B, 12211 Science Drive, Orlando, FL 32826.
2. Hyperspace Building, 12889 Ingenuity Drive, Orlando, FL 32826.

The installation will include the following government-furnished equipment (GFE):
- Access Control Panel 2112B: 1
- Power Supply for Access Control Panel 2112B: 1
- Power Supply for Locks 2112B: 1
- Cable Management #1 2112B: 1
- Access Control Panel Batteries 2112B: 1
- Card Reader In 2112B: 1
- LCD Key Pad 2112B: 1
- Alarm Control Panel: 1
- Door Contact 2112B: 1
- Wall Mount Motion Detector above false ceiling 2112B: 4
- Motion Detector false ceiling 2112B: 1
- Single Mode Fiber (2 Strands) for connectivity to NAVAIR Security Network Switch in Room 1078 with static IP addresses at Access panel location 2112B: 1
- Single Mode Fiber UL2050 compliant dual path (4 Strands) for connectivity to NAVAIR Switch Room in RM1078 with static IP addresses at Access panel location in Hyperspace: 1
- Head Units Hyperspace: 2
- Head Unit 2112B: 1
- 110vac Power Outlets as required in Room 2112B and Room 1078 for Devices: 2.
Additionally, the vendor must have at least one technician with an OnGuard Authorized Value Added Reseller Master Certification and two technicians with OnGuard Authorized Value Added Reseller Gold Certifications.

Period of Performance
All equipment, installation, and programming must be completed by September 15, 2026.

Place of Performance
Deflorez Building RM2212B and Hyperspace Building located at NAWCTSD, Orlando, Florida.

Bidder Requirements
The contractor must have certified technicians as follows:
- At least one technician with an OnGuard Authorized Value Added Reseller Master Certification.
- Two technicians possessing OnGuard Authorized Value Added Reseller Gold Certifications (one for Gold Advanced Access Control and one for Gold Video).
