Notice of Intent to Sole Source for the Next Generation OPIR GEO SVs 1-3   2

This is a Presolicitation Notice of Intent to Sole Source.
The Department of the Air Force, Space and Missile Systems Center, Remote Sensing Systems Directorate (SMC/RS) intends to execute a sole source contract with Lockheed Martin to acquire the Next Generation Overhead Persistent Infrared (Next Gen OPIR) Geosynchronous Earth Orbit (GEO) Space Vehicles 1-3. The anticipated contract will be predominantly Cost Plus Incentive Fee (CPIF). This action will be executed via an Undefinitized Contract Action (UCA) for requirements analysis, design/development, critical path flight hardware, and risk reduction efforts, and a subsequent contract modification for the manufacturing, assembly, integration, test and delivery of Space Vehicles 1-3.
This action is made pursuant to 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii). Based on market research, SMC/RS believes award to any other source would result in an unacceptable delay in fulfilling the Air Force's critical and urgent requirements and substantial duplication of costs to the Government that is not expected to be recovered through competition.
