Notice of Intent to Sole Source for NNSY Preventative Maintenance and Calibration of Party Count Analyzer

Background
The Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Contract to PAMAS for the preventative maintenance and calibration of the Particle Count Analyzer. This requirement is considered a sole source procurement as only one responsible source has been identified to meet the agency's needs.

Work Details
The contractor will perform preventative maintenance, performance verification, support, and annual recertification of calibration for the PAMAS Particle Count Analyzer (Model Number: SBSS, Serial Numbers: 320-2283). Specific tasks include:
- Providing an itemized work order detailing all services performed;
- Conducting quality assurance checks by analyzing ASTM proficiency or QC samples;
- Executing repairs at no additional charge if the instrument fails to meet specifications;
- Documenting any issues found and providing quotations for additional work if necessary;
- Ensuring no work commences without prior authorization.

The contractor must also comply with NNSY access requirements, including obtaining a DBIDS card for access.

Place of Performance
The services will be performed on-site at the Mid-Atlantic Regional Materials Test Laboratory (MARMTL), located at Norfolk Naval Shipyard, Bldg. 184, Room 367, Portsmouth VA 23709.

Bidder Requirements
Bidders must have a PAMAS certified technician available to perform the required services. Additionally, all contractors must obtain a DBIDS card for access to NNSY unless they are permanent seated contractors with Common Access Cards (CACs). The process for obtaining a DBIDS card includes completing SECNAV 5512 forms and going through a vetting process with CNRMA.
