Notice of Intent to Sole Source for Maintenance Contract for BlueCrest Rival Inserter for NASS   3

The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS) National Operations Division (NOD) Forms Processing Group (FPG) is located at the NASS National Operations Center (NOC) at 9700 Page Ave., St. Louis, MO 63132. The PMC is responsible for printing, folding, inserting, and mailing hundreds of thousands of reports, communications, and survey forms each year. Various machines are utilized to complete these processes including multiple high-speed printers and document finishing units. Data collected from survey forms and respondent communications are used to produce hundreds of agricultural reports including Principle Federal Economic Indicator reports.

The United States Department of Agriculture (USDA), Agriculture Research Service (ARS) intends to negotiate on a sole source basis a firm fixed-price contract with DMT Solutions Global Corporation (DBA BlueCrest), 37 Executive Drive, Danbury, CT 06810 for a maintenance contract for BlueCrest Rival Inserter.

The North American Industry Classification System (NAICS) code for this project is 8811210 Electronic and Precision Equipment Repair and Maintenance, business size $34 million.

USDA NASS NOD-FPG currently owns a BlueCrest Rival inserter. A maintenance contract is required to ensure continuous operational status of this equipment. The NOD PMC requires the servicing company to have a local presence and a maximum response time of 4 hours from the time a service call is placed by factory trained technician(s).

Due to there being no responses to our Sources Sought Notice as well as the vendor attesting to being the only vendor authorized to provide the service, A sole source contract under the authority of FAR 6.302-1 will be made to DMT Solutions Global Corporation (DBA BlueCrest) using FAR Part 12 & 13.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
