Background

Work Details
The contractor will provide monitoring and software support services for the electrical SCADA system at Naval Base Kitsap, Bremerton. The SCADA system includes a control architecture with computers, networked data communications, and graphical user interfaces running on ACS Minsait PRISM software.

Key tasks include:
- Monitoring and remotely controlling electrical systems such as circuit breakers and transformers.
- Gathering data from discrete inputs, analog inputs, and Intelligent Electronic Devices (IED) at substations.
- Processing data through remote terminal units (RTUs) that communicate with master controller computers in the Dispatch Center.
- Presenting processed data to operator workstations for timely decision-making.
- Logging all events and sounding alarms for hazardous conditions to alert personnel.
- Enabling remote operation of high voltage circuit breakers to prevent personnel exposure to dangerous situations.
- Assisting operators in quickly identifying failures in the electrical distribution system to restore power efficiently.

Period of Performance
The period of performance for this contract will extend until December 31, 2029.
