Notice of Intent to Sole Source

U.S. Customs and Border Protection intends to issue a Firm Fixed Price sole source award to San Diego Association of Governments (401 B Street Suite 800 San Diego, CA 92101-4231) for Automated Regional Justice Information System (ARJIS) and San Diego Users Network/California Law Enforcement Telecommunications System (eSUN/CLETS) and meet all other requirements of the Statement of Work.

This proposed contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1(b)(1)(i). This notice of intent is not a request for competitive proposals.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. Any vendors who believe they can provide the services and can provide proof of ability to meet the requirements should email their company's capabilities information to the attention of Christopher Shaw, Contract Specialist, by the date in this notice.

Background
The U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO) in San Diego, Los Angeles, and San Francisco utilizes various systems and databases to analyze information collected during intelligence operations.

The Automated Regional Justice Information System (ARJIS) and the San Diego Users Network/California Law Enforcement Telecommunications System (eSUN/CLETS) are critical to SDC intelligence operations, facilitating information sharing among over 80 local, state, and federal agencies in California's border counties. These systems enhance officer safety, streamline investigations, and promote collaboration between law enforcement agencies.

Work Details
The contractor will provide continued access to ARJIS and eSUN for law enforcement agencies. Specific tasks include:
1. Providing access to COPLINK for national database connections aiding criminal investigations;
2. Implementing State, Regional, Federal Enterprise Retrieval Systems (SRFERS) for real-time incident information sharing;
3. Utilizing the Officer Notification System (ONS) for officer safety alerts;
4. Enabling eQuery for local law enforcement incident searches;
5. Offering a 'Law Enforcement Only' Mapping System for geo-based incident mapping;
6. Maintaining an ARJIS portal with links to other law enforcement systems;
7. Managing regional email distribution lists for bulletins of interest.

Deliverables include continuous 24/7 access to ARJIS for up to 199 CBP users and eSUN for 33 CBP users in the San Diego Field Office.

Base Year: September 18, 2024 – September 17, 2025

Place of Performance
ARJIS will be accessed by authorized users from Government-owned computer systems within the San Diego Field Office area of operations, including various Port locations.
