Description

The US Citizenship and Immigration Service under the Department of Homeland Security intends to negotiate on a sole source basis with Iron Mountain, Boston, MA, pursuant to Simplified Acquisition Procedures, 41 U.S.C. 1901 and Federal Acquisition Regulations 13.501. This notice is not a solicitation for bids or proposals. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS, and a solicitation will not be issued.

The purpose of this procurement is to establish an order for short-term space relief for active file populations currently exceeding capacity at ten RAIO facilities.
In addition to storage, services required include receiving and entry of records, requests and retrievals, interfiles, records storage, transportation of records, and permanent withdrawal of files or boxes. The RAIO offices respond to a number of regular and urgent file requests, including highly time-sensitive requests being made on the basis of national security, which must be retrieved and disseminated within a one-day turn-around of notification of the request. Because of this need for timely access to the stored files, any proposed storage facility must be physically located within a 75-mile radius of the local RAIO office. In addition, the facilities must be either (a) NARA certified, (b) a safe and secure facility that is air conditioned in accordance with the environmental controls requirements of 36 CFR 1234.14(c), or (c)complies with the facility standards for commercial facilities currently housing USCIS records.
