Description

Notice of Intent to Sole Source:

The 772d Enterprise Sourcing Squadron (ESS) Environmental Services Flight (PKB) intends to award a Firm-Fixed-Price sole source award to FPM Remediations, Inc. for Services to Achieve Approved Stage Two Abatement Plan (S2AP) for Site ST105 at Kirtland Air Force Base, NM. The Applicable NAICS code for this requirement is 562910, Remediation Services, and applicable Product service code is R499, Support - Professional: Other.

The proposed contract action for which the Government intends to solicit from and award to one source is in accordance with FAR 6.302-1, Only One Responsible Source, as detailed in the attached Justification and Approval for Other than Full and Open Competition. The Government intends to execute this award on or around 25 July 2023. This notice is neither a request for quotation nor a solicitation of offers; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency for any future requirements.

Background

Work Details
The purpose of this work includes distinguishing natural vs potential anthropogenic nitrate within the groundwater using data from United States Geological Survey studies, addressing comments regarding a Notice of Violation, developing a Work Plan and Quality Assurance Project Plan, holding stakeholder meetings, developing cost-benefit analyses for remediation of nitrate plumes, and proposing a new background standard for nitrate in the groundwater at Kirtland Air Force Base. The work also involves developing a revised Stage 2 Abatement Plan to incorporate information required by regulatory agencies and the New Mexico Water Quality Control Commission.

Period of Performance
The contract requires a 36-month period of performance from the date of award.

The contract will be performed at Kirtland Air Force Base, NM.
