Notice of Intent to Sole-Source - Engineering, Maintenance, and Testing Support (EMTS) Services in support of Program Executive Officer Land Systems (PEO LS), Program Manager Advanced Amphibious Assault (PM AAA) Advanced Amphibious Vehicle (AAV) and Advanced Combat Vehicle (ACV) Family of Vehicles (FoVs).

Description:

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring the dissemination of information on proposed contract actions and DFARS 206.302-1. Marine Corps Systems Command (MARCORSYSCOM) hereby gives notice of their intent to solicit and award a Firm Fixed-Price contract to Vectrus Systems LLC., doing business as V2X, Colorado Springs, CO, on a sole-source basis. This notice is a follow up to market research conducted via a Request for Information M67854-24-I-0133 issued on 28 June 2024 on the Government Point of Entry. The statutory authority for this sole-source procurement is FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, and 10 U.S.C 3204(b)(B)(i) and (ii) as implemented by FAR 6.302-1(a)(2)(iii)(A) and (B). This requirement is for the continued provision of highly specialized services, and it is likely that award to any other source would result in substantial duplication of cost to the Government or unacceptable delays in fulfilling the agency's requirements.

Engineering, Maintenance, and Testing Support (EMTS) services in support of Program Manager Advanced Amphibious Assault (PM AAA) for the Amphibious Assault Vehicle (AAV) and Advanced Combat Vehicle (ACV) Family of Vehicles (FoVs).

PM AAA requires services for vehicle testing, development, maintenance, fielding, and configuration support for the AAV and ACV FoV programs, which are U.S. Marine Corps Program offices headquartered in Quantico VA. A local testing site is required for aggressively evaluating emergent and on-going specialized engineering design and development solutions to address ACV readiness issues; and, for resolving design issues affecting the AAV/ACV fleet's operability that, when approved and implemented, will improve operational availability. These tasks require a local facility in the vicinity of the Program Office (within a 50-mile radius) that can provide highly specialized engineering, maintenance, testing, and management skills directly on the vehicles themselves.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSAL. However, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Telephone requests and offers will not be honored. Capability statements shall be submitted by email only as a Microsoft Word or Adobe PDF attachment to the points of contract listed herein and must be received no later than 14 May 2025, 9:00 AM EST (Quantico, VA time). A determination not to compete this requirement based upon responses received, as a result of this notice, is solely within the discretion of the Government.
