8. Description:

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on proprietary knowledge. The Government intends to solicit and negotiate with EWA Government Systems, Inc., 13873 Park Center Road, Herndon, Virginia 20171-3251, for development and enhancement of hardware and software components, bug fixes, and engineering support for advanced Electronic Warfare (EW) testing.

This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.

The Government does not intend to use Part 12 for this acquisition.

Background
The United States Government, specifically the U.S. Army Research Laboratory (ARL) Advanced Electronic Warfare Laboratory (AEWL), is seeking to enhance the Radar and Target Emulator (RATE) system. This system plays a crucial role in the Army's research and development efforts in Electronic Warfare (EW).

The contract aims to transition the RATE system from a prototype to an operational system capable of supporting advanced EW experiments and testing. The enhancements are necessary to ensure operational readiness and technical advancement.

Work Details
The contractor will be responsible for the following tasks:
1. Develop and implement hardware and software enhancements to improve the performance and scalability of the RATE system, ensuring compliance with Federal Information Processing Standard (FIPS) 201 requirements.
2. Provide routine and on-demand maintenance for hardware and software components, including bug fixes and performance optimization.
3. Offer on-site support for maintenance, troubleshooting, and repair services, including hardware repair/replacement and software troubleshooting/updates.
4. Provide remote support services for diagnostics, software configuration, monitoring, and troubleshooting.
5. Deliver engineering support services to enhance RATE capabilities, conduct Hardware-In-The-Loop (HWIL) testing, and create comprehensive technical documentation for all enhancements and maintenance activities.
6. Ensure compliance with Homeland Security Presidential Directive 12 (HSPD-12) standards regarding personnel access to government facilities.
