Notice of Intent to Sole Source Department of Defense Enterprise Software Initiative (DoD ESI) for Oracle

Background
The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a sole-source contract to Oracle America, Inc. for Oracle commercial products and services. This contract is justified under 10 U.S.C. § 3204(c)(1), which allows for other than full and open competition when only one responsible source can meet the agency's requirements.

The contract aims to support IT operations across the Department of Defense (DoD) enterprise.

Work Details
The contract will include the procurement of Oracle software licenses (both perpetual and subscription), software maintenance and support renewals, Software as a Service (SaaS), hardware, hardware support, engineered systems, engineered systems support, Oracle Advanced Customer Services (ACS), and Oracle Consulting Services (OCS).

The anticipated procurement action will result in an indefinite delivery/indefinite quantity (IDIQ) contract with a total estimated value of $7.13 billion over a five-year base ordering period and a five-year option ordering period. Pricing will be firm-fixed-price. Task & Delivery Orders may be placed by the Department of Defense, Intelligence Community, and Coast Guard.

The products and services will be delivered to various locations supporting IT operations across the DoD enterprise.
