Notice of Intent to Sole Source: DCSA/DoD Seals and Padfolios

The Defense Counterintelligence and Security Agency (DCSA) intends to award a sole source contract. This proposed firm-fixed-price (FFP) contract includes a requirement for DCSA and Department of Defense (DoD) Seals and DCSA padfolios and is to fulfill an urgent requirement that will have a short delivery schedule.

The intent of this notice is to provide the pre-solicitation information required by Federal Acquisition Regulation (FAR) 5.2 Synopsis of Proposed Contract Actions.

DCSA intends to solicit and negotiate with only one source under the authority of FAR Subpart 13.106-1(b)(1)(i).

This is a notice of intent to award a sole source procurement action. This notice is not a request for competitive quotations, proposals, or bids. The intent of this notice is for informational purposes only. Responses to this notice, if any, must show clear and convincing evidence that a competition would be advantageous to the government. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

All responses regarding this notice must be submitted in writing to the DCSA points of contact listed below by May 9, 2024, at 10AM Eastern Standard Time.
