Description

U.S. Customs and Border Protection intends to issue a firm fixed price sole source award to Thurston and Wong LLC.(Aroosta-Cast) They will provide, deliver, and place 238 Jumbo Block concrete vehicle barriers to support U.S. Border Patrol Fort Fairfield Station which is located at Curtis Road Site 78-98 Curtis Road Easton, Maine.

Period of performance:

60 Days after receipt of order

The sole source justification is attached to this posting as well as the Statement of Work (SOW).

Due to the urgent and compelling circumstances , the sole source option is being requested in this situation. As mentioned in the description above, the 250% increase from FY23-FY24 in vehicle incursions in this specific area is greatly impacting border and national security in this area.

Background
U.S. Customs and Border Protection (CBP) intends to issue a firm fixed price sole source award to Thurston and Wong LLC (Aroosta-Cast) for the provision of concrete vehicle barriers. This contract aims to address urgent border security concerns at the Fort Fairfield Station, where there has been a significant increase in vehicle incursions, specifically a 250% rise from FY23 to FY24. The barriers are necessary to enhance national security by preventing unauthorized vehicle access across the U.S.-Canada border.

Work Details
The contractor is required to provide, deliver, and place 238 'Jumbo Block' concrete vehicle barriers. The specifications include:
- Quantity: 238 blocks
- Type: Jumbo Block concrete barriers
- Placement: No more than 48 inches apart along approximately 0.57 miles (estimated 3010 feet) of the border area
- Cost per block: $260.48
- Total estimated cost for all blocks: $61,000.64

The work will be performed at specific GPS coordinates from approximately 46.65029 - 67.78863 (south end) to approximately 46.65855 - 67.78866 (north end). Warning signs stating 'Proceeding beyond this barrier means you will illegally enter the United States' will also be placed at prominent locations along the barrier.
