Description

NOTICE OF INTENT TO SOLE SOURCE.

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Revolutionary FAR Overhaul (RFO) Part 5. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this notice is 10 U.S.C. 3204(a)(1) set forth in FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

Supervisor of Shipbuilding, Conversion Repair, Groton (SSGR) intends to award a firm fixed price contract with base year and 4 option years to Comcast Government Services, LLC, 11951 Freedom Drive, Suite 900, Reston, VA 20190 for hardwired cable television services. All other responsible sources may submit a capability statement clearly demonstrating the ability to provide the required service in accordance with the specification before 7:00 A.M. EST on 08 JUNE 2026, which may be considered by the Agency for a future award. Responses to this notice shall be submitted to stephanie.l.neale.civ@us.navy.mil and andrea.a.cook.civ@us.navy.mil. The Government will not pay for any information received.

A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. No solicitation will be posted as a result of this notice. This special notice is issued for informational purposes only. The justification and approval for sole source is attached.

Background
The Supervisor of Shipbuilding, Conversion Repair, Groton (SSGR) intends to award a firm fixed price contract to Comcast Government Services, LLC for hardwired cable television services. This contract is necessary to fulfill the requirements of the Department of Navy (DoN), Naval Sea Systems Command (NAVSEA) for providing cable television services to Pre-Commissioning Unit (PCU) crews located at General Dynamics Electric Boat shipyard in Groton, CT.

Work Details
The contractor shall provide basic cable service as follows:

For Building 80:
- Provide basic cable service to 4 spaces within Building 80, each outfitted with 4 cable boxes, totaling 16 cable boxes.
- Respond to any disruption in service within 24 hours.

For Building 605:
- Provide basic cable service to 2 spaces within Building 605, each outfitted with 4 cable boxes, totaling 8 cable boxes.
- Respond to any disruption in service within 24 hours.

The government will provide a point of contact for access, security badges for all contractors entering Shipbuilder property, and an escort to enter PCU spaces in both buildings. All contractor personnel must provide proof of identity and U.S. citizenship.

Period of Performance
The contract includes a base year and four option years, with services commencing on May 22, 2026.

Place of Performance
Services will be performed at General Dynamics Electric Boat shipyard located at Groton, CT.
