Notice of Intent to Sole Source - Clinical Research Support Services for NIEHS – Contract HHSN273201600002I – Extension of Ordering Period for IDIQ Contract

Background
The National Institute of Environmental Health Services (NIEHS), part of the National Institutes of Health (NIH), is issuing a modification to the existing Indefinite Delivery, Indefinite Quantity (IDIQ) contract number HHSN273201600002I on a sole source basis.

This modification aims to extend the ordering period to ensure continuity of mission-critical research while the NIH procurement team continues acquisition planning for the re-competition of these services.

Work Details
The contract modification is necessary to avoid substantial duplication of costs and unacceptable delays in executing critical clinical research activities that support the NIEHS mission.

The statutory authority for this sole source action is 41 U.S.C. § 3304(a)(1), which states that only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may submit capability statements demonstrating their ability to meet the requirements, but there will not be a solicitation or Request for Proposals (RFP) issued as a result of this announcement.

Period of Performance
The period of performance will be determined upon approval of the Justification and Approval (J&A) for Other Than Full and Open Competition.
