Description

The U.S Customs and Border Protection intends to issue a firm fixed price sole source award to Cellebrite 8065 Leesburg Pike, Suite T3-302 Vienna, VA 22182 for the procurement of sixteen Cellebrite INSEYETS Ultimate and Unlimited license renewals and equipment. They are the sole manufacturer of this software/license and they are the only company that can provide the license renewal.

The anticipated contract period of performance will be as follows:

Base Year - September 30, 2025 September 29, 2026

Option Year 1 September 30, 2026 September 29, 2027

Option Year 2 September 30, 2027 September 29, 2028

Option Year 3 September 30, 2028 September 29, 2029

Background
The U.S. Customs and Border Protection (CBP) is seeking to enhance its investigative capabilities through the procurement of Cellebrite INSEYETS Ultimate and Unlimited licenses and equipment. This initiative supports CBP's mission to investigate or interdict violators of United States laws, particularly in relation to the use of advanced digital forensic tools for acquiring evidence from electronic devices that often feature advanced encryption and security measures.

Work Details
The contractor shall provide the following services:

1. Acquisition of sixteen Cellebrite INSEYETS Ultimate and Unlimited licenses and equipment.

2. Electronic delivery of software download links and documentation detailing the software license keys to designated points of contact within thirty days after contract award.

3. Delivery of equipment to the technical point of contact within thirty days after contract award.

4. Issuance of existing documents as requested by CBP, including completed invoicing for all equipment and licenses, license key documentation, and software download links.

Period of Performance
The contract period of performance will be from September 30, 2025, to September 29, 2026, with options for three additional years extending through September 29, 2029.

Place of Performance
The contract will be performed electronically with deliveries made to designated contacts in Washington, DC.
