Notice of Intent to Sole Source: BEFAST

NOTICE OF INTENT TO SOLE SOURCE. The Department of Energy, Office of Science, Consolidated Service Center, Office of Acquisition and Business Services, 200 Administration Road, Oak Ridge TN 37831, intends to award a Sole Source Task Order to Deloitte Consulting, LLP (DUNS: 019121586) for the Budget Execution Formulation Analysis Support Tool (BEFAST) (SIN 54151S) in accordance with FAR Part 8.405-6(a)(1)(C). Solicitation Number: 89243121RSC000061 Period of Performance: One 12-month Base Year and two 12-month Option Years. Estimated Value: is ~$3M. BEFAST enables federal budget formulation, execution, narrative reporting, and performance management using Oracle's Narrative Reporting and Oracle's Planning and Budgeting Cloud Service (PBCS). The BEFAST solution relies heavily on Oracle's Narrative Reporting capabilities for OMB Submissions, President's Budget Requests, Issue Papers and Monthly Funding Guidance. These reporting packages are using Oracle Narrative Reporting to its full potential with one package containing over 1,000 variables, 300 embedded tables, almost 200 doclets, and up to almost 50 approvers for each doclet. PBCS requires significant agency-specific configuration to effectively support the Federal and DOE SC-specific budget process. BEFAST includes over 1,300 Office of Science-specific configuration items (CIs). A deep understanding of how these CIs integrate amongst themselves and with the business process is crucial to effectively maintaining the system. This follow-on acquisition is a continuation of an initially competed award and is anticipated to include further implementation of the base system. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of BEFAST. Respondents should submit a capabilities statement demonstrating their ability to provide services as described above. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
