Notice of Intent to Sole Source award to L3 Technologies, Inc.

Naval Information Warfare Center, Pacific (NIWC Pacific) intends to award a Cost-Plus-
Fixed-Fee (CPFF) contract on a sole source basis to L3 Technologies, Inc. under the
authority for other than full and open competition under 10 U.S.C. 3204(a)(1), as
implemented by FAR 6.302-1: Only One Responsible Source and No Other Supplies or
Services Will Satisfy Agency Requirements.

L3 Technologies, Inc. will be completing system and software integration work in support
of High Frequency (HF) modernization and the BRSE system, including the resolution of
prototype system defects and the delivery of 2 completed systems. The Government also
requires an option of 14 months to procure, assemble, and configure additional hardware
components.
This is not a request for quotes. Any interested party that believes it is capable of
meeting the requirement described herein may submit a capability statement. Capability
statements received will be evaluated to determine technical merit. Responses must be
submitted in writing via email no later than 09:00 on 27 November 2023. Telephone
responses and requests will not be accepted. A determination by the Government not to
compete the requirement based on responses to this notice is solely within the discretion
of the Government. Contracting by Negotiation under FAR Part 15 apply.
The applicable PSC is 5820. The applicable NAICS Code is 334220 Radio and Television
Broadcasting and Wireless Communications Equipment Manufacturing and the size
standard is 1,250 employees.
