Notice of Intent to Sole Source Award Flat Application Software Subscription Support Services   3

THIS IS NOT A REQUEST FOR QUOTE THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO APPIAN CORPORATION FOR FLAT APPLICATION SOFTWARE SUBSCRIPTION SUPPORT SERVICES.

The United States Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Services (WHS/AD), on behalf of the WHS-Executive Services Directorate intends to award a contract on a sole source basis to Appian Corporation, 7950 Jones Branch Dr., McLean, VA 22102 to provide Flat Application Software Subscription Support Services. WHS-ESD requires Flat Application Software Subscription Support Services to allow the End User to use the cloud offering to create and maintain the parking management application for use by subscriber to manage use of parking lots at the Pentagon, Mark Center, and Suffolk Building. The Flat Application Subscription may be used by such personnel for such purposes without respect to user counts. The period of performance is estimated to be for a twelve-month base period. However, the contract will include FAR clause 52.217-8, Option to Extend Services. The Government intends to keep the period of performance as short as possible, however use of the extension may be necessary to provide maximum support services during any unforeseen events.

The anticipated award will be made under the authority of 41 U.S.C. 1901 as implemented by FAR 13.501 Special documentation requirements. The contract is intended to provide software support that will integrate and upgrade security controls for Parking Management technologies provided under two existing requirements. The existing requirements currently operates within the Appian environment. Due to proprietary licenses no other vendor can provide a software subscription service that has the ability to integrate and upgrade with the existing Parking Management technologies.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
