Notice of Intent to Sole Source

The Defense Health Agency intends to negotiate on a sole source basis (IAW FAR 13.106-1(b)(1)(i), Soliciting from a single source. The proposed source is ABBOTT LABORATORIES INC.

This is a Notice of Intent to Award a Sole Source Contract and is not a request for competitive quotes. Reference#: HT941025N0037.

The Defense Healthcare Contracting Division West (HCD W) Naval Hospital San Diego, intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government's needs, to:

The North American Industry Classification System (NAICS) code for this requirement is 811210 Electronic and Precision Equipment Repair and Maintenance; the business size standard is 34 (millions of dollars). The Product Service Code (PSC) is J065 Maintenance/Repair/Rebuild of equipment Medical, Dental, and Veterinary Equipment and Supplies.

Naval Medical Center San Diego requesting to establish a service/maintenance contract for the electrophysiology equipment located in the Cardiac Cath Lab. The equipment is used to assist during electrophysiology procedures in which assist with cardiac mapping, intracardiac imaging, and electrical pulsation of the heart. Abbott is the only vendor capable of providing the configuration required for the existing equipment since vendor is the original manufacturer-Able to provide configuration and repairs needed. The service requirement is for base plus two (2) option years.

The objective of this sole source award is to procure service maintenance ASSURANCE ELITE SERVICE PLAN. Upon evaluation ABBOTT LABORATORIES, INC, was the only market option found to be capable of meeting the Government minimum requirement. The requirements will be as follows:

Based on market research, Abbott Laboratories Inc., is the only source that can meet the Government's minimum requirements for this requirement.

This notice of intent is not a request for competition proposals and no solicitation documents exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient details and with convincing evidence that clearly demonstrates the capability to perform the required work and are able to provide valid certification to provide service validated by ABBOTT LABORATORIES INC. Capability statement shall not exceed 6 (8.5 x 1inch) pages using a font size no smaller that 0-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that can only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.

Background
The Defense Health Agency (DHA) is responsible for providing health care to military personnel and their families. The agency intends to award a sole source contract to Abbott Laboratories Inc. for the service maintenance of electrophysiology equipment located in the Cardiac Cath Lab at Naval Medical Center San Diego. This equipment is critical for assisting during electrophysiology procedures, including cardiac mapping and imaging. Abbott Laboratories is the original manufacturer of this equipment and is uniquely qualified to provide the necessary configuration and repairs.

Work Details
The contractor will provide service maintenance under the ASSURANCE ELITE SERVICE PLAN for electrophysiology equipment. The contract includes:

The contractor must maintain an adequate workforce for uninterrupted performance of tasks during normal operating hours (Monday through Friday) and be prepared to respond to emergencies as needed. The contractor will also be responsible for obtaining necessary access to the facility and ensuring all personnel are properly identified as contractor support.

Period of Performance
The contract will span a base year from February 17, 2025, to February 16, 2026, with two additional option years extending through February 16, 2028.

Place of Performance
The work will be performed at the Cardiac Cath Lab located within Naval Medical Center San Diego.
