Notice of Intent to Award Sole Source to CRFS Inc.

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with CRFS, Inc. The requirement is for the purchase of the following:

Supplier: CRFS, Inc.
QTY: 4 Each
ITEM 0002:
Shipping
Supplier: CRFS Inc.
QTY: 1 Lot
This is a purchase request to provide spectrum analyzers in support of Real Time Spectrum Operations (RTSO) projects. The government requires a solution that is identical to the make and model of equipment currently fielded on ships and that provide the following capabilities: 1) RTSO V2.0 Software Compatible 2) Ability to be used as spare 3) Pre-approved shipboard installation on RTSO network. Of the companies surveyed, only CRFS Inc. was found to provide all these capabilities in concert that met the OFM functional requirements without additional developmental delays and cost.
Based on the approved Justification and Approval (J&A) (which will be posted after award), the agency has identified only one responsible source and no other supplier will satisfy agency requirements. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This notice of intent is NOT a request for quote. A copy of the Request for Quote will be made available upon request.
The applicable NAICS Code is 334515 and the business size standard is 750 (# of employees).
