Notice of Intent to Award Sole Source to Evergreen Fire Alarms LLC (CAGE Code 1XMK2)

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Commercial, Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract on a non-competitive basis to Evergreen Fire Alarms LLC (CAGE Code: 1XMK2). The requirement is for the purchase of brand-name items provided in Attachment 01, Parts List.
The above supplies are for repair and upgrade of the NIWC Pacific base security system. Repair and upgrade parts are not included in the scope of the exclusive base maintenance, testing, and repair service contract, N66001-18-P-0024 that was awarded to Evergreen on 27-SEP-2018 for a period of performance of 1-OCT-2018 to 30-SEP-2023 (all options combined). Required parts are brand-name specific. Brand-name is required to meet security configuration requirements. Sole-source is required because it would be operationally problematic to have multiple vendors provide repair parts that will be installed by Evergreen under the current contract vehicle and likely impact the warranty of the work. Sole-source to Evergreen as the NIWC Pacific security systems integrator facilitates continuity of base security support and reduces supply chain risk.
Based on the approved Justification and Approval (J&A) (which will be posted after award), the agency has identified only one responsible source and no other supplier will satisfy agency requirements.
A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which may be considered by the agency. The applicable NAICS Code is 334290, Other Communications Equipment Manufacturing and the business size standard is 750 employees.
