Description

This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR Part 13.5 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Indian Health Service's (IHS) intent to negotiate a Firm Fixed Price sole source contract with Environmental systems Research Institute (ESRI), located at 380 New York Street, Redlands, CA 92373, to acquire software licenses renewals to support existing enterprise Geographic Information System (GIS) and mapping platform to support the Office of Environmental Health and Engineering (OEHE) within the IHS.

Geographic Information Systems (GIS) within IHS is growing and becoming more developed as the need to gather, analyze and report on data become critical throughout the government. The IHS through the Office of Environmental Health and Engineering (OEHE) has implemented a GIS program comprised of an on-premise GIS platform, software subscriptions, and various technical support contracts.

Only one source, ERSI, Inc. is capable of fulfilling the Governments requirement for providing the required licenses and support services. ESRI's software technology is the only Geographic Information System (GIS) widely deployed and used throughout the Department of Health & Human Services (HHS) as well as many state, federal, tribal and local governments. ESRI's software technology is also the foundation and core of many existing national IHS applications and workflows such as; find healthcare, COVID-19 data collection, COVID-19 reporting dashboard and other sanitation facilities construction utility services.

The services include technical consulting support to ensure optimal performance, productivity and use of industry best practices. Ending the use of ESRI software would incur substantial duplication of cost to the government both in terms of rebuying software, and in time needed to retrain employees on the use of new software. The Licenses to be renewed are essential tools in the maintenance and development of critical infrastructure. Any lapse in service greatly diminishes the agency's ability to maintain and develop said infrastructure and inhibits accuracy and usefulness of gathered COVID-19 tracking data.

The anticipated period of performance will be will for one year, 09/26/2024-09/25/2024, and the total anticipated cost of $575,000.00.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however, interested firms may submit a capability statement in response to the above requirement by 3:00 PM Eastern Time on July 16, 2024 to Colleen Henry, Contract Specialist, Phone: (240) 463-3813, Email: colleen.henry@ihs.gov . A determination not to open competition-based responses to this notice is solely within the discretion of the Government.

Background

Work Details
