NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration intends to award a single source contract to FlightSafety International.

The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center proposes to acquire Flight Training initial and recurrent for the Embraer EMB-550. The acquisition will utilize single source procedures.

In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA.

The required initial and recurrent flight training on the Embraer EMB-550; as such, FlightSafety International is the only known source capable of meeting the FAA's need. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to FlightSafety International and is not available for full and open competition.

Background
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, under its Acquisition Management System (AMS 3.2.2.4) intends to award a single source contract to FlightSafety International to provide initial and recurrent flight training for FAA Flight Standards Operations Inspectors and Aircraft Certification Pilots on the Embraer EMB-550.
Under Title 49 U.S.C., the FAA is authorized to acquire and expend funds for acquisition, operation, and maintenance of aircraft to ensure inspectors are qualified, proficient, and current for pilot evaluation, testing, and checking functions.

Work Details
Provide initial, recurrent, and supplementary ground school and flight training for FAA inspectors/pilots in the Embraer-550.
Student quotas will be assigned by AFS-500 or AIR-500.
Courses must meet FAA formal flight training requirements (agency-level course numbers recorded in personnel records).

Training shall include:
1) Initial pilot qualification ground school and FSTD/simulator flight training including a complete practical test to ATP standards for an Embraer-550 type rating per 14 CFR Part 61.64;
2) Recurrent pilot qualification ground school and simulator flight training including a complete proficiency check per FAA Order 4040.9;
3) Supplementary training hours authorized on a case-by-case basis at specified rates.

Ground school may be classroom or computer-based instruction with qualified instructors and required briefings.
Flight simulation training in a Full Flight Simulator (FFS) or Flight Training Device (FTD) must begin within one working day after ground school, integrating ground and simulation training as part of the approved program.
Training days are limited to a maximum of four hours of simulator/flight instruction or eight hours of ground school instruction.

Contractor shall supply training aids, facilities, FAA Form 4040-2 completion, training certificates, syllabi, Pilot’s Operating Handbook or equivalent, and an FAA-approved Level D FFS.
Contractor shall comply with safety, environmental, and facility standards and coordinate check flights with FAA examiners or Training Center Evaluators.

FlightSafety International’s approved training facility for Embraer-550 ground school and simulation training

Bidder Requirements
Must be FlightSafety International or equivalent single source provider.
Possess an FAA-approved training program (14 CFR Part 121/135, Part 141 or Part 142) for Embraer-550 type rating.
Maintain and provide a Qualified Level D Full Flight Simulator meeting 14 CFR Part 60 and QPS standards.
Use only instructors authorized under the submitted FAA-approved training program.
Meet 14 CFR Part 61 requirements for initial and recurrent ATP standards.
Coordinate with FAA Certificate Holding Office for check flights.
Capable of issuing FAA Form 4040-2 and Certificates of Training.
