Notice of Intent to award Sole Source: USDA Forest Service Fleet Telematics

Background
The USDA Forest Service is proposing to issue a sole source Federal Supply Schedule (FSS) order on a firm fixed-price basis with WEX, Inc. for a multi-year order consisting of a base year plus four option years for Geotab telematics devices and associated monthly connection services, along with near-field communication (NFC) readers and harnesses necessary for installation in agency-owned vehicles. The decision to award the contract as a sole source was made by the Chief Information Officer (CIO). Additionally, WEX, Inc. is the only reseller of Geotab hardware and subscription services that can integrate LincPass readers into the vehicles to enable automated association of drivers to trips for proper billing in motor pool situations. WEX/Geotab has received FedRAMP authorization, making their products and services available across the federal fleet and allowing other government agencies to leverage their services through the contract.

Work Details
The USDA Forest Service Fleet requires the purchase of Geotab telematics devices, monthly connection services, NFC readers, and harnesses for agency-owned on-road motor vehicles. The devices should be capable of self-installation by agency personnel with the ability to transfer devices between vehicles as fleet changes. The device/service plan must provide at a minimum the vehicle identification number (VIN), Odometer, days used and daily trips, GPS tracking with location 30-90 seconds while in motion, and hardware necessary for driver identification.
In addition, telematics data will be integrated into the Forest Service Fleet Equipment Database, USD dashboards, and several other mandated federal fleet systems.
The use of Geotab devices supplied by WEX, Inc. in both leased and owned vehicles will allow for consistent management of vehicles within a single vendor-provided web platform that will be paid for through the monthly subscription services.

The contract will have a multi-year order consisting of a base year plus four option years.

Place of Performance
The products will be installed in agency-owned vehicles across various locations.
