Notice of Intent to Award Sole Source

Background
The 379 Expeditionary Communication Squadron at Al Udeid Air Base, Qatar has a requirement for Personal Wireless Communication Systems Equipment Maintenance and Repair Services. The goal of this contract is to ensure the operational readiness of communication systems critical to mission success by providing maintenance, repair, and technical support services.

Work Details
The contractor shall provide all management, materials, labor, tools, parts, shipping, and equipment necessary to perform repair services for Personal Wireless Communications Systems (PWCS) Equipment. Services include warranty extension for the equipment listed in the Equipment Inventory Listing. The contractor must perform all services in accordance with the Federal Communication Commission (FCC) and Original Equipment Manufacturers' (OEM) specifications.

Key performance objectives include:
1) Equipment Repairs - achieving a 98% repair rate per shipment;
2) Equipment Return Time - ensuring that 95% of shipments are returned to Al Udeid within 30 days of receipt.

The contractor must also maintain a Service Depot with sufficient Land Mobile Radio (LMR) spares for quick turnaround of equipment requiring repair and must use only OEM parts for repairs. Additionally, the contractor is required to provide 24/7/365 technical support services via telephone.

Place of Performance
The contract will be performed at Al Udeid Air Base, Qatar and an offsite depot for maintenance and repair.
