Background
The Department of the Navy, Military Sealift Command (MSC), Ship Charter Contracts Division (N103) is issuing a sole-source contract to Hornbeck Offshore Services, LLC (HOS) for the time charter of a U.S. flagged vessel. This contract is necessary to ensure the continuity of operations for the Expeditionary Surveillance Towed Array Sensor System (SURTASS-E), which is critical for U.S. Navy acoustic monitoring missions worldwide.

The justification for this sole-source award is based on the requirement that only one responsible source can meet the agency's needs without causing unacceptable delays or substantial duplication of costs.

Work Details
The contract requires one fully crewed and operational Offshore Supply Vessel (OSV) capable of supporting worldwide operations, specifically for towing a passive acoustic monitoring system at speeds between 4-6 knots, 24 hours a day for up to 60 days. Key capabilities required include:
- Launch, recovery, and handling interfaces for SURTASS-E Government-Furnished Equipment (GFE).
- Integrated power, communications, and data infrastructure.
- Deck foundations and clearances for SURTASS-E GFE.

The incumbent contractor, HOS, will provide all necessary vessel operations, maintenance, and crew to fulfill these requirements. The award will allow HOS to continue supporting SURTASS-E assigned missions from Numbered Fleet Commanders following the conclusion of the current contract.

Period of Performance
The period of performance includes a 180-day base period followed by a 150-day option period, totaling 330 days.
