Notice of Intent to Award Sole Source - Moulage Kit & Cammies   3

1. REQUIREMENT OVERVIEW:
Marine Corps Special Operations Command (MARSOC) intends to solicit and award a firm-fixed-price purchase order on a sole-source basis to Tactical Evolution Group, LLC and CAGE 76U43.

The Government is procuring (3) customized RRTEG Moulage Kit - Ultimate and (30) velcro Digital Desert Top & Bottom, Set, XL to support the specialized tactical trauma training requirements of Raider Bn.

2. DESCRIPTION OF REQUIREMENT:
The required commercial product is a highly customized trauma moulage training kit. The kit must meet the specific curriculum parameters of the Raider Bn, which require a configuration that differs drastically from standard off-the-shelf medical training kits.

This acquisition is being conducted under the simplified procedures of FAR Part 12 (Acquisition of Commercial Products and Commercial Services), specifically FAR 12.102(a) for restricting competition for acquisitions valued at or below the simplified acquisition threshold (SAT).

Tactical Evolution Group, LLC is the only known source capable of providing this exact, fully integrated kit configuration (including the specific textile uniforms required for the exercises) without unacceptable delays or duplication of cost to the Government.

4. RESPONSE INSTRUCTIONS:
This notice of intent is not a request for competitive quotations or a solicitation. However, in accordance with standard presolicitation posting requirements, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

Any capability statement must clearly demonstrate the vendor's ability to provide the exact customized configuration described above, including the integrated Velcro cammies, within the required delivery timeframe.

Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
