Notice of Intent to Award Sole Source Contract: The Domenix Corporation   3

This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. The statutory authority for this action is 10 United States Code (U.S.C.) 3204(a)(1) as implemented by Federal Acquisition Regulation 6.302-1(a)(2)(iii)(A) and (B), Only One Responsible Source and No Other Services Will Satisfy Agency Requirements. The Defense Threat Reduction Agency (DTRA) intends to issue a five year (one 12-month base year; and four 12-month option years), Cost Plus Fixed Fee (CPFF) sole source contract to The Domenix Corporation (Domenix). However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Background: The proposed effort will advance the state of the art of capabilities of a prototype cloud-hosted software repository and Development, Security, Operations (DevSecOps) capability previously developed by Domenix. The follow-on will improve existing technology and include the incorporation of additional features and functionality, technical support, and research and development of approaches for integrating data science, Artificial Intelligence/Machine Learning (AI/ML), and software development functions.
