Subject: Consolidated University Affiliation Services in support of the U.S. Army Military Graduate Program at the U.S. Army Medical Center of Excellence (MEDCoE)

The U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), Joint Base San Antonio (JBSA) - Fort Sam Houston, Texas intends to award a commercial Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award, Sole Source contract with Firm Fixed priced CLINs for the services of degree proffering to Baylor University, 700 S University Parks Dr, Waco, TX 76706-1003.

The requirement is for non-personal non-severable services of an accredited university to provide administrative support services for the Graduate Level Programs to students who successfully complete the required credits at the U.S. Army Medical Center of Excellence (MEDCoE). The required services include materials and qualified personnel to proffer applicable degrees to students that meet established curricular requirements, enrollment of qualified students to the various programs, administrative support in creating/storing/providing student transcripts, and certifying MEDCoE Graduate School Faculty. This program was created to develop an affiliation with an accredited graduate social work program that would agree to allow the Government to deliver its current curriculum, with military content infused to academically approve military affiliated students.

The contractor shall provide the services, qualified personnel and materials as described in the Performance Work Statement (PWS) necessary to award the required graduate credits and degrees for the Doctor of Science in Occupational Therapy Program (DScOT), Doctor of Science in Physical Therapy Program (DScPT) and the Doctor of Science in Physician Assistant Studies with a Major in Emergency Medicine (DScPAS-EM) Residency prior to the first class start date as indicated in issued Task Orders. These services shall include the following: coordination with and assisting the program Dean, program Directors, Faculty and Staff at Fort Sam Houston in curriculum modifications, appointing program faculty to the university, updating the university catalog to include program faculty, modifying the university calendar to include the Fort Sam Houston academic calendar, modifying the registrar course catalog, using an on-line website to advertise the program, approving program course electives, formally approving and admitting incoming program students, initiating university regional accreditation approval due to substantive changes, university and program faculty networking, and other administrative duties needed. The program shall consist of a foundation and an advanced concentration phase. The DScOT and DScPT Programs are approximately 60 semester hours in length and consists of five semesters. All semesters include didactic, clinical, and research activities. The total length of the program is 24 months. The DScPAS-EM residency is 88 semester hours in length and consists of 16 didactic sections and 20 clinical rotations. This includes approximately 4,300 clinical training hours, approximately 740 hours of classroom instruction, lectures, substantive reading assignments, oral board examinations, written midterm and final examinations, monthly procedure practice labs, 16 exams based off didactic reading assignments and evidenced based medicine, and a robust scholastic requirement including lectures, case studies submitted for publication, and an original, doctoral dissertation research requirement. The completed research project manuscript must be suitable for submission to an indexed, peer-reviewed journal. In addition, residents are expected to be familiar with and support ongoing research from other residents and faculty within the DSc-EMPA residency and the local Emergency Medicine Physician residency. The total Program length is 22 blocks spanning 18 months, plus an in processing / orientation month. The maximum student load is 20 residents per academic year.

The North American Industry Classification System (NAICS) code is 611310 Colleges, Universities, and Professional Schools. The Health Readiness Contracting Office (HRCO) intends to award a contract no later than May 15, 2023 for the services to begin May 15, 2023. It is anticipated that the Firm Fixed Price contract will have a base period of performance of May 15, 2023 through May 14, 2027 with one five year ordering period. The HRCO intends to solicit and negotiate only with Baylor University, under the authority of Federal Acquisition Regulation 13.501-1(a)(2)(ii). This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, any quotes, proposals, or capability statements received by 7:00 PM CST on Wednesday, May 03 2023 will be considered by the contracting officer.
