Description

NOTICE OF INTENT

The 502d Contracting Squadron intends to award a sole-source call order to Star Asset Security, INC. (cage code: 02RR8), under the authority of FAR 13.106-1(b)(1)(i). In accordance with FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, the Contracting Officer (CO) may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name or industrial mobilization). This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Interested persons may identify their interest and capabilities for fulfilling this requirement. Information received will be considered for the purpose of determining whether to conduct a competitive requirement and is solely within the discretion of the Government. Background
The 502d Contracting Squadron intends to award a sole-source call order to Star Asset Security, INC. (cage code: 02RR8) for the purpose of expanding the access control system at Headquarters Air Education and Training Command (HQ AETC) Campus located on Joint Base San Antonio-Randolph (JBSA-Randolph).

The goal of this contract is to enhance security by adding additional Common Access Card (CAC) proximity readers to existing systems. This notice serves as an intent to award and is not a request for competitive quotes.

Work Details
Star Asset Security LLC will install 8 additional CAC proximity readers and magnetic locks at Building 903. The technical requirements include:
- Removal of old equipment if necessary, mounting hardware, installation of CAC readers, and magnetic locks at specified locations.
- The access control system will be a duplicate system not connected to the network.
- A computer will be centrally located in the security office in Building 900 to control the exterior access locks for Building 903.
- Compliance with Homeland Security Presidential Directive 12 or FIPS 201-2 is required.
- Installation must occur during normal Federal business hours (Monday-Friday, 8:00 a.m. - 4:00 p.m.).
- Warranty provisions include OEM pass-through warranty and standard commercial warranties applicable to products purchased, along with technical support and maintenance services for one year post-installation.
