Description

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Cherokee Nation Operational Services LLC for to provide Division-wide professional support services including: communication support in planning, developing, implementing, and evaluating DGMH communication strategies, products, services, and activities; development and fostering of partnerships and provide issues management and operational support; technical assistance and program management to link field based personnel, fellows, and project officers with training, technical support, and coordination; technical support in activities that enhance learning and collaboration across the public health enterprise; logistics coordination and support for partner meetings, technical trainings, and other significant events; and technical assistance and subject matter expertise in data collection and analysis for evaluation of program impacts and future planning. The capability of this award will far under SBA 8(a) Direct Award. This contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP). See note below

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 10 days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to Peter Loree Contract Specialist at email zus0 @cdc.gov by January 23, 2026 / 12:00PM.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.

Background
The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to Cherokee Nation Operational Services LLC. The CDC's Division of Global Migration Health (DGMH) focuses on reducing public health risks associated with rapid global travel, aiming to decrease morbidity and mortality among immigrants, refugees, travelers, expatriates, and other globally mobile populations. Work Details

Specific tasks include:

1. **Division-Wide Base Support Services**
- Subject Matter Expert Support: Review medical records for immigrants with psychiatric conditions.
- Database Management Support: Update surveillance systems, maintain records, conduct quality checks.

2. **DGMH/SBHMB Base Support Services**
- Administrative Support: Manage onboarding processes for new staff.
- Communication Products Development: Create messaging aligned with program objectives.

3. **DGMH/NCIRD Partnership Base Support Services**
- Biostatistician Support: Conduct statistical analyses using SAS and SUDAAN.

4. **Surge Support Services**: Provide high-level administrative support for senior leadership including meeting coordination, travel management, and document preparation.

Work may be performed at various locations including CDC Roybal Campus, CDC Century Center Campus, Hartsfield-Jackson Atlanta International Airport (Atlanta, GA), JFK International Airport (Jamaica, NY), Washington Dulles International Airport (Dulles, VA), O’Hare International Airport (Chicago, IL), as well as other off-site locations or telework arrangements.
