Description

The 48th Contracting Squadron, intends to award a sole source firm fixed-price contract for a requirement to upgrade their current Monaco Fire and Security System from Windows 10 to Windows 11. The technology upgrade will involve removal of existing hardware, servers, computers and components outdated or no longer supported Microsoft Windows software. Monaco Enterpries Inc. (MEI) will be required to install new hardware, computers, and software in compliance with the newest version of Microsoft Windows-11 compatible hardware, servers, computers, components and software. Justification:

This acquisition will be a sole source firm fixed-price contract because the MEI is the original manufacturer and service provider for the Fire Security Equipment and services currently used within the Royal Air Force (RAF) Lakenheath and RAF Mildenhall, United Kingdom. These systems are primarily compromised of proprietary software developed by MEI which is then licensed directly to our mission partners. MEI retains exclusive ownership of the software and does not authorize third parties to alter or add to MEI software or equipment. System design has been performed by a MEI Applications Engineer to ensure seamless integration with the existing Monaco D-21 System at RAF Lakenheath and RAF Mildenhall.

The Government is not aware of an other vendors that are authorized by Monaco Enterprises Inc. to provide these upgrages.

The Government inteds to acquire this requirement under the guidelines of FAR Parts 12 and 13. The Government intends to solicit and negotiate directly with Monaco Enterprises in accordance with FAR 13.106-1(b).

This is not a solicitation for competitive quotes. However, if any interested party tha can provide this product, you may submit a statement of capabilities that may be considered by the 48th Contracting Squadron. The statement shall be received by 1500 (BST) on 05 September 2025. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.

Background
The 48th Contracting Squadron intends to award a sole source firm fixed-price contract to Monaco Enterprises Inc. (MEI) for upgrading the current Monaco Fire and Security System from Windows 10 to Windows 11. This upgrade is critical for maintaining operational readiness and enhancing cybersecurity posture at RAF Lakenheath and RAF Mildenhall, United Kingdom.

The upgrade is necessary due to Microsoft ending support for Windows 10 on October 14, 2025, and the Department of Defense mandating migration to Windows 11. MEI is the original manufacturer of the Fire Security Equipment and retains exclusive ownership of the software, making them the only authorized provider for these upgrades.

Work Details
The contractor shall perform the following tasks:
1. Hardware Upgrades:
- Upgrade all designated server and client CPUs to Windows 11-compatible hardware across RAF Lakenheath, RAF Feltwell, and RAF Mildenhall.
- Replace associated peripherals including monitors, KVM extenders, and UPS units.

2. Software Upgrades and Licensing:
- Transfer existing software licenses and configure all systems with the current D-21 database.
- Upgrade all systems to D-21 V2 Next Gen software.
- Apply DISA STIGs and provide RMF Ready scan results.

3. Compliance and Security:
- Decommission all legacy Windows 10-based hardware in compliance with DoD cybersecurity requirements.
- Ensure all upgrades meet DoD cybersecurity policies, including Risk Management Framework requirements.

4. Training and Documentation:
- Provide operator and administrator training on upgraded systems.
- Deliver full documentation, including system drawings, configuration records, and training verification.

General Tasks (All Sites):
- Perform complete backup of system databases prior to upgrades.
- Verify network connectivity at all installation locations before and after upgrades.
- Validate system performance post-installation against agreed acceptance criteria.
- Provide up to four hours of on-site D-21 operator training during system initialization.
- Notify the client promptly of any additional work or time requirements beyond the scope requiring formal change order approval.

Period of Performance
The period of performance will be determined based on project requirements but will span several months leading up to Microsoft's end of support for Windows 10.
