Notice of Intent to Award a Sole-Source Purchase Order

This is a Notice of Intent to Sole Source only. The National Institutes of Health (NIH), National Institute of Environmental Health Sciences (NIEHS) hereby issues a notice of intent in accordance with (IAW) FAR 5.201. NIEHS intends to award a sole-source purchase order pursuant to FAR 13.106(b): Only One Responsible Source and No Other Supplies or Services Satisfy Agency Requirements, to Poblocki Sign Company, LLC (Poblocki), 201 Kitty Hawk Dr, Morrisville, NC 27560. The resulting procurement of this purchase order will be conducted in accordance with Part 13.5 Simplified Procedures for Certain Commercial Items and FAR Part 12 Acquisition of Commercial Items.

The NIEHS requires the replacement of eight (8) existing campus monument signs; four (4) new campus trail head exterior monument signs; and up to 31 smaller signs (including mile markers). As NIEHS' campus is located in Research Triangle Park (RTP), North Carolina, its signs are required to coordinate and adhere to the RTP Foundation's guidelines. The RTP Board of Designs, uses Poblocki Sign Company for RTP signage design specifications and installation permits to achieve uniform and consistent manufacturing appearance throughout the RTP.

The following classification codes are applicable to this requirement:

• North American Industrial Classification System (NAICS) Code: 339950 Sign Manufacturing; business size standard: $500.00.
• Product and Service Code (PSC): 9905 Signs, Advertising Displays, and Identification Plates.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES OR PROPOSALS. However, IAW FAR 5.207(c)16(ii), all responsible sources may submit a capability statement which may be considered by the agency. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred in connection with responding to this notice.
