Notice of Intent to Award a Sole Source Contract - DLA Distribution X-RAY Move   2

DLA Distribution intends to award a firm-fixed-price purchase order for the moving of one Rapiscan machine at DLA Distribution Susquehanna, PA (DDSP) on a sole-source basis to Rapiscan Systems, Inc. (CAGE 04HU6). Sole source award will be made in accordance with FAR 6.103-1 Only One Responsible Source an No Other Supplies or Services will satisfy Agency Requirements, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

Rapiscan Systems, Inc. is the only vendor capable of moving this machine because they do not authorize dealers/distributors to provide maintenance of their equipment. Additionally, detailed schematics and system information is only provided to Rapiscan Systems, Inc. service personnel who receive extensive training to effectively troubleshoot and solve complex system problems. The Government would be liable for any system damage or personal injury resulting from maintenance being performed by anyone other than authorized Rapiscan Systems, Inc. And, all system and component warranties are voided if their products are serviced by anyone not certified by Rapiscan Systems, Inc.

Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The North American Industry Classification System (NAICS) code for this effort is 238290 with a small business size standard of $22.0 million and PSC of N066.

This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the SAM.gov website.

All responsible sources may respond by submitting qualifications/capabilities statement of the company by Tuesday, November 10th, 2026 at 1:00PM EST to Samuel Tustin, via email: samuel.tustin@dla.mil for consideration by the agency. If no affirmative responses are received, a purchase order will be awarded to Rapiscan Systems, Inc. (CAGE 04HU6) using the procedures of FAR Part 12 with an anticipated award date of 11/13/2026.The Contracting Officer for this acquisition is:
