Notice of Intent to Award a Sole Source Contract - Kirtland AFB Lodging Linens   3

Background
The 377th Force Support Squadron (FSS) at Kirtland Air Force Base (AFB) in Albuquerque, NM, is issuing a notice of intent to award a sole source Non Appropriated Funds (NAF) contract for lodging linens.

This contract is necessary as the current contract (FA9401-19-C-A001) with Mission Linen Supply is set to expire on 30 September 2024. The purpose of the bridge contract is to ensure continuity of laundry services while a new Performance Work Statement (PWS) is developed and market research is conducted to identify potential vendors.

Work Details
The contractor shall provide all management, supervision, personnel, equipment, tools, supplies, transportation, materials, and other items necessary to ensure that laundry services are performed for Roadrunner Inn at Kirtland AFB.

Specific requirements include:
1. Laundry services must include pick-up and delivery of linens.
2. Delivered laundry must be free of visible dirt, debris, dampness, offensive odors, mildew, and cleansing chemical residues.
3. Laundry must be properly finished and packaged according to the PWS specifications.
4. Timely processing of wet or moist items to prevent mildew or rust development is required.
5. Pickup and delivery operations must be segregated from other facilities to ensure no cross-contamination between soiled and clean laundry.
6. The contractor will provide a laundry ticket with the weight of clean linen upon delivery for invoicing purposes and conduct quarterly inventories of all lodging linen.

Period of Performance
The bridge contract will consist of a six-month base period starting on or about 1 October 2024.
