Background
The Defense Advanced Research Projects Agency (DARPA) Contracts Management Office (CMO), on behalf of the Adaptive Capabilities Office (ACO), intends to award an approximately 30-month sole source follow-on contract to Raytheon Technologies of Tewksbury, MA, for the continuation of their Joint All Domain Warfighting Software (JAWS) project. Multiple performers were competitively awarded JAWS contracts under Broad Agency Announcement (BAA) No. HR001120S0022 to develop a novel tool suite that orchestrates theater-wide resources to maximize the efficiency and resiliency of kill webs. The proposed contract action is for supplies or services for which DARPA intends to solicit and negotiate with only one source under authority of 10 U.S.C. 3204(a)(1).

Work Details
Raytheon Technologies is currently conducting Phase 2 activities under Contract No. HR001121C0010. Based upon successful capability demonstrations conducted in Phase 1, Raytheon’s research and development of algorithms to orchestrate resources was continued into Phase 2, where algorithms are being matured and used in Model & Simulation (M&S) based studies to inform the rest of the JAWS program. The follow-on contract will extend research to support continued operations when controllers are intermittently connected, enabling small teams of people to manage large-scale operations when disrupted communications may impede coordination across large geographic areas and cause responsibilities to shift. Raytheon’s expertise and unique capability as a JAWS performer will allow for continued study and algorithmic development to support this focus.
