1. SYNOPSIS
The U.S. Department of State, U.S. Embassy Singapore intends to award a sole source, Firm-Fixed-Price (FFP) contract to TAC Contracts PTE LTD pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source.
This notice is issued for informational purposes only and is not a Request for Quotations (RFQ), Request for Proposals (RFP), or solicitation. The Government is seeking capability statements from responsible sources that believe they can satisfy the Government's technical, operational, and schedule requirements within the required timeframe.
The proposed contract is for the supply, installation, testing, certification, and commissioning of permanent fall protection systems at the U.S. Embassy Singapore Chancery, Chief of Mission Residence (CMR), and Deputy Chief of Mission Residence (DCMR). The work includes furnishing and installation of permanent guardrails, horizontal lifeline systems, roof anchors, walkway systems, and associated fall protection components necessary to provide safe access to rooftops and elevated work areas used to inspect, maintain, repair, and replace mission-critical building systems. The completed systems will provide permanent, code-compliant fall protection for recurring maintenance and repair activities while supporting the safe execution of current and future Embassy infrastructure projects.
The estimated value of the proposed contract is approximately $99,100 USD.
2. BACKGROUND AND RATIONALE
The U.S. Embassy Singapore has an immediate operational requirement to install permanent engineered fall protection systems to support execution of its planned capital improvement program. Completion of this requirement is necessary to safely mobilize and execute multiple funded facilities modernization projects during FY-2026 and FY-2027, including projects that have already been awarded and projects currently in the acquisition process.
The Department of State is preparing to execute multiple funded capital improvement projects over FY-2026 and FY-2027, including replacement of the Chancery's original air handling units and pneumatic HVAC control system, modernization of exterior fa ade lighting, replacement of aging rooftop cooling equipment, and other major infrastructure improvements. Collectively, these multi-million-dollar projects require frequent access to rooftops and other elevated work areas to perform inspections, equipment replacement, commissioning, preventive maintenance, and future recurring maintenance. These projects represent a significant investment in the modernization of Embassy facilities and require permanent, code-compliant fall protection systems to provide safe and reliable access for construction, commissioning, and long-term maintenance activities. Installation of permanent fall protection systems is therefore necessary to safely and efficiently mobilize and execute these projects.
The Embassy's Safety, Health, and Environmental Management (SHEM) Program identified deficiencies requiring permanent fall protection systems at the Chancery, Chief of Mission Residence (CMR), and Deputy Chief of Mission Residence (DCMR). These deficiencies affect areas routinely accessed by Embassy personnel and contractors to inspect, maintain, repair, and replace mission-critical building systems.
Permanent engineered fall protection systems are required to replace temporary administrative controls and provide safe, reliable access for recurring maintenance activities. This requirement supports the Embassy's facilities risk management strategy by enabling safe access to mission-critical building systems, implementing documented SHEM corrective actions, and ensuring long-term compliance with applicable safety requirements.
Until these deficiencies are corrected, rooftop and elevated work must either be deferred or performed using temporary fall protection measures. While temporary measures may permit limited access, they are not an appropriate long-term solution for recurring maintenance activities and increase operational complexity, safety risk, and project execution time.
Delaying this procurement would postpone implementation of documented SHEM corrective actions, continue to restrict maintenance of mission-critical facilities, and adversely affect the timely mobilization and execution of multiple funded infrastructure modernization projects planned over FY-2026 and FY-2027. Timely award and installation of permanent fall protection systems are therefore necessary to protect personnel, support uninterrupted Embassy operations, reduce operational and safety risk, and enable safe execution of the Embassy's multi-year capital improvement program.
The Embassy conducted market research to identify qualified local contractors capable of furnishing and installing permanent engineered fall protection systems. Market research identified several local firms with experience performing work-at-height and fall protection installations in Singapore; however, TAC Contracts PTE LTD is the only contractor the Government identified that can satisfy the Government's technical, operational, schedule, and security requirements within the required timeframe. TAC Contracts demonstrated the capability to furnish complete, code-compliant permanent fall protection systems that satisfy the Embassy's operational requirements and comply with applicable Singapore safety regulations, internationally recognized fall protection standards, and Department of State Bureau of Overseas Buildings Operations (OBO) requirements. TAC Contracts also demonstrated the ability to mobilize promptly and perform the work within occupied, restricted-access diplomatic facilities while supporting the Government's required project schedule.
Although other firms may possess the technical capability to perform this work, the Government has determined that conducting a full competitive procurement at this time would delay execution of funded infrastructure modernization projects and correction of documented SHEM deficiencies. Accordingly, the Government is issuing this Notice of Intent to identify any responsible source capable of satisfying the Government's technical, operational, and schedule requirements within the required timeframe. Capability statements received in response to this notice will be evaluated solely to determine whether competition is practicable without adversely affecting timely execution of this requirement.
3. REQUEST FOR CAPABILITY STATEMENTS
The Government will evaluate capability statements solely for the purpose of determining whether there are other responsible sources capable of satisfying the Government's technical, operational, and schedule requirements within the required timeframe.
Capability statements will be evaluated based upon the firm's demonstrated:
- Current technical capability;
- Relevant experience performing comparable work;
- Ability to satisfy the Government's technical requirements;
- Ability to meet the required performance schedule;
- Familiarity with applicable U.S. Government and Singapore regulatory requirements; and
- Ability to successfully perform work within occupied, restricted-access diplomatic facilities while maintaining uninterrupted operations.
Interested firms shall submit a capability statement demonstrating their current capability to:
- Furnish, install, test, certify, and commission permanent engineered fall protection systems, including all engineering, technical services, labor, materials, equipment, and incidental work necessary to provide complete, operational, code-compliant systems;
- Successfully perform comparable permanent fall protection projects at occupied, secure, or mission-critical facilities;
- Demonstrate experience successfully delivering permanent fall protection systems that comply with internationally recognized standards, including EN 795, EN 14122-3, and USACE EM385-1-1;
- Demonstrate current capability to furnish complete permanent engineered fall protection systems that comply with internationally recognized standards, applicable Singapore laws and regulations, and Department of State Bureau of Overseas Buildings Operations (OBO) requirements, including all required engineering, testing, and certification;
- Demonstrate the ability to obtain and maintain all required engineering approvals, manufacturer certifications, third-party testing, and system certifications necessary for Government acceptance of permanent engineered fall protection systems;
- Possess all applicable local business licenses, registrations, permits, and other authorizations required to perform the work in Singapore in accordance with DOSAR and applicable Singapore laws and regulations;
- Demonstrate familiarity with applicable Singapore Building Codes, the Workplace Safety and Health (WSH) Act, Workplace Safety and Health (Work at Heights) Regulations, SS 567 Code of Practice for Working at Heights, and other applicable local safety requirements;
- Demonstrate the ability to mobilize qualified personnel promptly upon contract award and complete the work within the Government's required schedule;
- Provide direct on-site supervision by the prime contractor throughout contract performance. If subcontractors are utilized for specialized portions of the work, the prime contractor shall remain fully responsible for contract performance, quality control, safety compliance, schedule management, and day-to-day supervision, and shall maintain an on-site supervisory presence throughout performance; and
- Be eligible to receive a U.S. Government contract.
Capability statements shall also include:
- Company name, address, Unique Entity Identifier (UEI), and primary point of contact.
- Evidence of all applicable business licenses, registrations, permits, and authorizations required to perform this work in Singapore.
- A description of at least three (3) comparable permanent engineered fall protection projects of similar scope, complexity, and value completed within the past five (5) years, including:
- Customer name;
- Project description;
- Contract value;
- Completion date; and
- Customer point of contact.
- A proposed mobilization and project schedule demonstrating the firm's ability to begin work promptly upon contract award and complete the project within the Government's required timeframe.
Capability statements shall not exceed five (5) pages, excluding supporting documentation such as project references, licenses, certifications, and company brochures.

Capability statements shall be submitted electronically no later than 5:00 p.m. Singapore Local Time on July 17, 2026, to:

Capability statements received by the closing date will be evaluated solely to determine whether there are other responsible sources capable of satisfying the Government's technical, operational, and schedule requirements within the required timeframe. The Government reserves the right to determine that a capability statement does not adequately demonstrate the capability to satisfy the Government's requirements.
The Government will not delay contract award to allow an interested source to obtain licenses, permits, personnel, certifications, technical qualifications, or experience that the firm does not currently possess.
Accordingly, unless the Government identifies another responsible source capable of satisfying the Government's technical, operational, and schedule requirements within the required timeframe, the Government intends to award the contract to TAC Contracts PTE LTD pursuant to FAR 13.106-1(b)(1), Soliciting from a Single Source.
The Government will not reimburse respondents for any costs incurred in preparing or submitting capability statements.
