Notice of Intent to Award a Sole Source Contract and Sources Sought for Secure Advanced Framework for Simulation and Modeling (SAFE-SiM)

Background
The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), on behalf of the Adaptive Capabilities Office (ACO), intends to award a sole source follow-on contract to Radiance Technologies, Inc. of Huntsville, AL for the continuation of their Secure Advanced Framework for Simulation and Modeling (SAFE-SiM) project.

This project aims to develop a faster-than-real-time Modeling and Simulation capability that enables theater-wide all-domain rapid analyses for advanced warfighting concept exploration, technology investment decision support, and joint experimentation.

Work Details
Radiance Technologies will continue into Phase 4 of the SAFE-SiM project, building on Phase 3 research results. The tasks include:

(1) Enhancements to the architecture for integrated model management, modeling of advanced communications and non-kinetic effects, and integration of advanced Battle Management Command and Control third-party applications;

(2) Improvements to scenario configuration tools including a collaboration toolkit and advanced user interfaces;

(3) Enhancements to SAFE-SiM Analytical Tools for end-to-end study creation, mission analysis definition, runtime optimization, and post-runtime analysis;

(4) Implementation of a Protection Level 4 multi-level security architecture in the SAFE-SiM system.

The final deliverable will be the SAFE-SiM system as code for operational use by a partner agency.
