Notice of Intent to Award a Contract Modification on a Sole Source Basis

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract in accordance with (IAW) Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

The Department of Energy, National Nuclear Security Administration (NNSA) Office of Acquisition Management intends to award a modification as a sole source award to Apogee Group, LLC, PO Box 28, Richland, WA 99352, a small business, to provide Design, Integration, Construction, Communication, and Engineering 2 (DICCE2) services under existing Multiple Award Contract (MAC) No. DE-NA0003363, in support of the NNSA's Office of Nuclear Smuggling Detection and Deterrence (NSDD) Program activities worldwide. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one responsible source. This sole source award is supported by a Justification for Other than Full and Open Competition under the authority of 41 U.S.C. 3304(a)(1) as prescribed in FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements.

The North American Industry Classification System Code for the procurement is 237990. The Government has determined that in order to prevent disruption and delays to the already identified scope on contract, NSDD must extend the DICCE2 MAC for three months. This extension will ensure that the remainder of the work in countries already awarded under the DICCE2 MAC can be completed. This is a notice of intent to award sole source and is not a request for competitive proposals. This announcement constitutes the only notice; a written solicitation will not be issued. Interested persons may identify their interest and capability to perform by responding to this notice by the specified closing date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
