Background
The USDA Forest Service (USFS) intends to award a competitive Blanket Purchase Agreement (BPA) Call Order against the Land Management Integrated Resources BPA (LMIR) for Manual Site Preparation at the Allegheny National Forest.

The LMIR BPA encompasses a wide range of services including Professional Services, Natural Resources Restoration, Engineering, Project Management, and NEPA compliance. This BPA is available for use by all federal agencies and allows continuous pre-solicitation sharing for contractors wishing to join.

Work Details
The contractor will be responsible for manual site preparation services as outlined in the Statement of Work (SOW). Key tasks include conducting inspections of treatment units, maintaining records of inspection work, and ensuring compliance with specifications during contract performance.

The contractor must provide proof of a current pesticide applicator license valid in Pennsylvania or a state with reciprocal certification before commencing work. The contractor is also required to maintain an acceptable inspection system and provide complete records of all inspection work performed. Compliance inspections will be conducted by the Government to ensure adherence to specifications.

Period of Performance
The contract work is expected to commence within 7 calendar days after receiving the notice to proceed and must be completed no later than August 31, 2026.

Place of Performance
Allegheny National Forest, Pennsylvania.

Bidder Requirements
This opportunity is set aside for Small Business Set Aside - Total (SBA). Bidders must have a current pesticide applicator license valid for Pennsylvania or a state with reciprocal certification. Additionally, bidders must demonstrate a minimum of 3 years' experience in herbicide application in a forested setting.
