Notice of Intent to Award a Sole Source

NOTICE OF INTENT TO AWARD A SOLE SOURCE

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. Only one responsible source and no other supplies or services will satisfy agency requirements. USDA Forest Service, National Forest intends to award a sole source award to Helifire, LLC dba Field Support Services, (FSS) for all the 214 boxes of Plastic Spheres for Aerial Ignition. (Dragon Eggs) (See attached J&A). Delivery is to be to the listed address below with the correct number of boxes to each location:

This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 13.106-1(b), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

Interested parties may identify their interests and capability to respond to this requirement by September 11th, 2025, at 2:00PM (EST). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
