Description

NOTICE OF INTENT TO AWARD SINGLE/SOLE SOURCE

The National Oceanic and Atmospheric Administration (NOAA) intends to award a single source, firm fixed price contract as authorized by FAR 13.106-1(b)(1) to Polar Geospatial Center/Regents of the University of Minnesota for the purchase of satellite imagery processing enhancements.

The Northeast Fisheries Science Center (NEFSC) is in need of services to enhance their preprocessing capabilities for high resolution satellite imagery to improve the detection of whales from space. This work includes expanding on the pre-existing system, pgc_ortho.py script. To ensure efficiency, the contractor must have knowledge and understanding of the existing system.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.

A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.

Capability statements are due no later than Tuesday, August 19, 2025, by 1600 Eastern Time. Be advised that all correspondence sent via e-mail shall contain a subject line that reads 143021-25-0309 Satellite Imagery Processing Enhancement . To ensure your response along with any and all attachments are received, attachment(s) must be less than 20 MB [in total]. It is the responsibility of the offeror to contact the government to confirm receipt prior to the offer due date and time. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to the following POC:

Background
The National Oceanic and Atmospheric Administration (NOAA) intends to award a single source, firm fixed price contract to Polar Geospatial Center/Regents of the University of Minnesota. This contract aims to enhance preprocessing capabilities for high-resolution satellite imagery to improve the detection of whales from space.

The Northeast Fisheries Science Center (NEFSC) requires these services to support their Geospatial Artificial Intelligence for Animals (GA/A) project, which is critical for marine mammal conservation efforts.

Work Details
The contract involves specialized satellite imagery preprocessing and machine learning services. The specific tasks include enhancing object detection capabilities for identifying whales in high-resolution satellite imagery and expanding existing preprocessing tools to accommodate new imagery sources and marine settings.

The work will build upon the existing 'pgc_ortho.py' script developed by Polar Geospatial Center, which is foundational to the GA/A preprocessing workflow. Key aspects of the work include:
- Enhancing the 'ortho.py' script to support additional satellite sensors (e.g., Maxar Legion).
- Improving spectral processing tailored for marine environments.
- Ensuring compatibility with existing systems and workflows, particularly those related to GA/A's cloud-based architecture and Maxar imagery.

Period of Performance
The planned contract period is from September 1, 2025, to September 1, 2026.

Place of Performance
The work will be performed at the Polar Geospatial Center located at 90 Church Street SE, Twin Cities, MN 55455.
