Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Government intends to limit competition under the authority of FAR 6.302-2 Unusual and Compelling Urgency. The acquisition will be conducted through FAR Part 13, Simplified Acquisition Procedures.

The proposed procurement is for book fair participation and promotion material services for which the Government intends to award to Al-Mada Foundation for Media, Culture, and Arts, under the authority prescribed by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This action will result in award for allocation and set-up of prime exhibition location for the United States Government, and daily coverage of the U.S. Embassy Baghdad activities across various media platforms.

Background
The U.S. Department of State, through its Office of Acquisitions Management, is issuing a notice of intent to award a contract on a sole source basis to Al-Mada Foundation for Media, Culture, and Arts. This action is justified, indicating that only one responsible source can meet the agency's requirements due to the unique qualifications of the contractor and the urgency of the situation.

The contract aims to support U.S. public diplomacy objectives in Iraq by participating in the 6th Edition of the Iraq International Book Fair in 2025.

Work Details
The contractor will provide admission and participation services at the Iraq International Book Fair 2025, which includes:
- Allocation and set-up of an 18 square meter space in a prime location at the exhibition grounds.
- Daily coverage across various media platforms (visual, audio, print) before and during the exhibition days, lasting between 12 to 30 days depending on the medium.

Participation in this event is crucial for solidifying U.S. Mission Iraq's goals while promoting cultural exchange, education, and intellectual freedom. It serves as a platform to engage diverse audiences such as students, educators, writers, and opinion leaders, thereby reinforcing U.S. values of openness and access to knowledge.

Place of Performance
The contract will be performed at the Iraq International Book Fair in Baghdad.
