Description

This is a Special Notice. The U.S. Department of Justice, Drug Enforcement Administration (DEA), intends to award a sole source Purchase Order to Sheraton Buenos Aires & Convention Center Park Tower Buenos Aires pursuant to FAR 13.302, Purchase Orders. All communication regarding this posting shall be in writing and received on or before 10:00 am (ET) March 17, 2026. Point of contact is Naomi Collier Naomi.S.Collier@dea.gov. The proposed order is for Hosting site for DEA's IDEC Conference for which the Government intends to solicit and negotiate only with Sheraton Buenos Aires & Convention Center Park Tower Buenos Aires 1225 San Martin Av. Ciudad Aut noma de Buenos Aires C1104AKC Argentina. The North American Industry Classification System (NAICS) code is 721110. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available. This is not a Request for Quotation (RFQ). Any source capable of providing the service and interested in submitting a capability statement may do so electronically to Naomi.S.Collier@dea.gov. The vendor must be able to provide all services on the dates listed in the statement of work.

Background
The U.S. Department of Justice, Drug Enforcement Administration (DEA) intends to award a sole source Purchase Order to Sheraton Buenos Aires & Convention Center – Park Tower Buenos Aires for hosting the 40th International Drug Enforcement Conference (IDEC) in Buenos Aires, Argentina.

This DEA-led multilateral conference will be attended by senior drug law enforcement officials from various countries to collaborate in combating transnational organized crime and related threats to U.S. national security.

Work Details
The contractor shall provide the following services:

Task 1: Lodging
- Provide a sleeping room block of 400 rooms from August 17-21, 2025.

Task 2: Meeting Rooms
- Provide 1 plenary room with seating for 600-800 attendees, preferably in a classroom style but flexible with theater style.
- Include 7-8 full-size soundproof interpretation booths visible from the stage.
- Space for a PA system mixer station (approx. 10’ x 5’).
- Medium (20’ x 24’) to large (24’ x 32’) stage.
- At least 10 additional breakout meeting rooms for various presentations each day with specific seating arrangements for workshops and meetings as detailed in the SOW.

Task 3: Audio Visual
- Provide in-house A/V services or contract outside services if necessary, including powered lines with speakers, audio mixers, wireless microphones, projectors, and technical support staff such as audio engineers and camera operators. Wi-Fi must support live streaming.

Period of Performance
The contract will be performed from August 17 to August 21, 2025, with additional planning team members arriving and departing 1-3 days on either end.
