Notice of Intent- Covanta Environmental Solutions, LLC   2

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Covanta Environmental Solutions, LLC, 445 South Street, Morristown, NJ 07960-6475, for the purpose of procuring a service to provide a secure facility for the destruction of documents.

The FBI requires a service to provide a secure facility for the destruction of documents which have been approved for disposal. Covanta Environmental Solutions, LLC is the only vendor capable of meeting the requirements due to the nature of the documents being destroyed, the proximity of the facility and the approval of the facility by the FBI's Physical Security Unit. The paper documents being destroyed contain metal, microfilm, and pictures. Other facilities in the National Capital Region were researched; however they require the paper documents to be free of all metal to include staples and metal file folder clips. Covanta is the only facility within close proximity that can destroy all the types of documents with the included staples and file folder clips.

Based on market research, and Government end-users, it has been determined that Covanta Environmental Solutions, LLC is the only source capable of providing the required service to provide a secure facility for the destruction of documents.

This notice will be distributed solely through the U. S. General Services Administration's Beta.Sam.gov Website (www.beta.sam.gov). Interested parties are responsible for monitoring the Beta.Sam.gov site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 561990, ALL Other Support Services.

The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Kemper Wood, email address: KNWood@fbi.gov by Tuesday, December 10, 2019 (12:00 PM Eastern). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.

Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
